A common mistakes is to search for people to sell your existing photos to. This is like finding a needle in a haystack. A better approach is to uncover a set of customers who will be profitable, and then create images you know they will pay for.
You need to invest in creating a portfolio that proves you can solve a problem for clients. You should create images that are impossible for clients to create without you, that are difficult for other photographers to copy & which create value for clients.
You should be clear on exactly who your photography is for and the purpose it serves. Then you need to create a profile of your ideal customer and work out the most effective ways of reaching them when they are looking to buy what you do.
